People with a great need for help due to disabilities have the right to receive the help as user-controlled personal assistance (BPA)

The scheme with user-controlled personal assistance is intended to provide people with disabilities with practical assistance in everyday life and to be able to participate in society. With user-controlled personal assistance, the user can get help with personal care, housework, shopping and cooking, receive the necessary assistance to complete schooling and education, participate in working life and have an active and social life with family and friends. By and large, user-controlled personal assistance should make it easier for people with disabilities to participate in at all levels of society. The BPA scheme provides opportunities to manage one’s own life and everyday life in a completely different way than home services. The users hire and manage the assistants themselves and decide what they want assistance for when and how.
